Usage: ON [#|+|-|^|&|@]TOPIC [-|^]"<nickname> channel" [action]
  This is activated whenever someone changes the topic    
    $0    nickname of person who changed the topic
    $1    The channel on which the topic was changed
    $2-   The new topic
